Abstract
A conceptual examination of the changing role of insurance regulatory frameworks in promoting sustainable development and economic resilience is presented in this research. Insurance regulation, which has historically prioritized policyholder safety and micro prudential solvency, is experiencing a paradigm change. It is becoming more widely acknowledged as a crucial tool for tackling systemic issues, especially those brought on by sustainability threats and climate change. The main purposes of contemporary insurance regulation are examined in this study, along with how frameworks such as Solvency II are being modified to incorporate Environmental, Social, and Governance (ESG) considerations. It examines the crucial problem of the insurance “protection gap” and assesses several legislative and policy measures intended to bridge it, such as national inclusive insurance plans, public-private partnerships, and prudential capital requirements. This conceptual analysis builds a framework for comprehending how strong, flexible, and forward-thinking regulation can turn the insurance industry from a passive risk-pooler into an active participant in a resilient and sustainable economy by combining insights from scholarly literature and policy documents from prominent international organizations.
