Abstract
Introduction: In the era of technology, Open Educational Resources (OER) have emerged as a mechanism for systematic provision of open and free educational resources that can be used anytime, anywhere and are considered significant in improving access to educational content. Purpose: This paper presents a conceptual long-term sustainability framework regarding OER, which could facilitate in establishing an OER ecosystem that emphasises the continuous creation of teaching and learning materials. Research Problem: It is important to create a structure that regulates developing OER policies and committees at institutional level, dedicated towards continuous creation of OER and spreading information about already existing OER. Objective: To develop a long-term sustainable framework for continuous growth and development of OER. Design/Methodology: The paper describes various factors (accessibility standards, quality assessment, metadata discoverability, interoperability standards, advocacy campaigns) that are crucial in strengthening continuous development of OER and also discusses the role of various stakeholders (students, faculty, librarian) in creating, using, and maintaining quality standards while creating OER. Findings: A conceptual framework for strengthening sustainable development of OER creation is presented in the paper along with a collaborative workflow including the crucial role played by governmental, institutional, and other stakeholders to promote OER culture.
