Descriptive and Analytical Research on E-Governance with Reference to Gujarat

Abstract

It so happened that the state of Gujarat invested 5000 thousand crore rupees for water subsidy in the year of 2011. It amounted for more canals, irrigation, khet talavadi and deepwell projects in the state. Ideally it should have culminated into state wide infrastructure of watering system. (Refer State Fund Audit, 2013). Instead it turned out to be less than 40% utilized scheme. The analysis which is given below reveals the ineffectively of such project where in the information is not well spread and the accountability for the same denied. Total subsidy used for canal work - 400cr, Total subsidy used for irrigation – 180cr, Total subsidy used for khet talawadi – 1200cr, Total subsidy used for deepwell -120cr, Total subsidy used for famine hit areas - 100cr, Total 2000cr, Percentage use of allotted amount 40%, Unutilized amount of allotted amount 60%. Above analysis is taken from water resource general of government which sadly also reveals that though infrastructure is there, the benefits are not reached to needy. This in turn shows the dire need for E-Governance implementation. At that very point, the said topic becomes need of the hour that what facilities are there for people and how to grab them and though the situation has changed drastically: still the fundamental remains same- If any help or facility is not informed then it is as good as NO help NO facility. Ironically that means though infrastructure is available, it is redundant! Such predicament is not acceptable. Henceforth this paper aims to unwind levels and extents of E-Governance in the state of Gujarat. The introduction of E-Governance aims at establishing the fact that E-Governance is instrumental in bringing about the welfare state of cent percent transparency and effectively. The very notion is then strengthened by various definitions and stages of E-Governance followed by advantages and factors involved in implementation of it. Issues like privacy, security, and social organizational- financial barriers give way to a contemporary discussion of the said topic along with a pilot study and of course the conclusion.
